Odisha notifies higher spending limits for crime investigations

Bhubaneswar, (Reporterspen) April 4: In a move aimed at streamlining the investigation process and ensuring timely sanction of contingent expenditures, the Odisha Government has amended the Delegation of Financial Power Rules, 1978 by adding a new provision under Annexure D, Rule-20.

This enhancement empowers State Police establishments to draw funds for various investigation-related expenses from the Investigation Fund with immediate effect.

The new provision specifies detailed financial limits for various categories of criminal cases such as murder, rape, kidnapping, cybercrime, NDPS/Excise, and property offenses. For instance, in murder cases, an expenditure of up to ₹25,000 per case can be sanctioned for transportation of the body, scientific team visits, sealing of exhibits, and other related activities. Similarly, in rape cases, financial powers up to ₹37,000 (beyond the state) and ₹18,000 (within the state) have been granted. Cybercrime cases can receive up to ₹45,000.

The revised limits also cover expenses like transportation and accommodation of victims and accused, collection and forwarding of evidence, and miscellaneous needs such as witness refreshments and emergency costs.

This decision is expected to greatly enhance the efficiency, speed, and quality of criminal investigations across Odisha.
